Hmm. I'm from the UK, where a wedding is still a ceremony of some kind even if you're married by a registrar rather than a religious leader, and I guess I don't have such strong associations of "religious wedding big, civil wedding small" (my sister had a big civil wedding).
Anyway: I figure that the Naming/Renaming does allow for small ceremonies, since all you technically need is someone to bestow and a couple of witnesses to welcome you. The general cultural trend is for some amount of community celebration but that's going to be affected by a) how big a party you can afford and b) who you feel like including anyway, so small-group Namings and Renamings are probably not especially uncommon.
